From what I know the answer is no. You just have to buy the equipment needed and maybe pay someone to set it up for you if you don’t how to. The way you would have to pay is if you rent the equipment from some company but i have never personally seen a company offer that.

I don’t think so, because unless you can OPEN the path to the camera no one on the WAN side will be able to get to the LAN IP!
However, Some municipal systems will issue PUBLIC IPs to each connection, most don’t but some do. If that is the case then you don’t have any problem as you have a WAN IP!
So the answer is, it all depends on the type of IP issued by the “municipal system”. If you are connected to them just check and see what type of IP you have, if its in the “Private” ranges 10.x.x.x 172.16.x.x or 192.168.x.x then you have to get the ports open. If it is a public IP (one not in the private ranges) you can indeed get public access.

I wouldn’t be surprised if you got blurry photos in the dark.
I have a big, expensive DSLR camera, but even with THAT one, I need to use a tripod at night. You can’t expect to take hand held photos in the dark without blurring them.

I’ve setup a wireless camera before. The wireless device in the camera wants to setup it’s own net. It broadcasts the SSID so that a wireless pc can access it. If you want to access it from your network, make the SSID of the camera the same as the wireless router/access point of your network.
